Participation and Funding Data (P&FD) for Food and Nutrition Programs Operating in Wisconsin Schools and Institutions

These data reports give an overview of number of sites, participation, revenue, expenditures and reimbursements, for the National School Lunch Program, School Breakfast Program, Afterschool Snack Program, Special Milk Program, Child and Adult Care Food Program, Summer Food Service Program, Donated Food Distribution Program, Elderly Nutrition Improvement Program, and Wisconsin School Day Milk program.

The source data for the annual P&FD comes from reimbursement claims submitted throughout the year by participants in the child nutrition programs that have annual contracts with DPI. P&FD is typically posted in February of the following year.

Enrollment and Participation Reports (E&PR)

These data reports provide district level information regarding student enrollment and free and reduced price eligible students. The report also provides meal participation data by free/reduced price and paid categories.  The source data for the annual E&PR comes from annual October reimbursement claims submitted to the DPI by Local Education Agencies (LEAs). For example, the source data entitled "October 2010" comes from October 2010 reimbursement claims. Schools have 60 days after the last day of the month to submit claims therefore data is first assembled at the beginning of January. E&PR is typically posted near the beginning of the following year.

Wisconsin School Free/Reduced Eligibility Data

These data reports provide school fiscal year enrollment figures including the number of children approved for free/reduced price meals and the percent of children approved for free/reduced price meals by building in Wisconsin public schools. This information is used in the determination of Tier I eligibility for Family Day Care Homes, area eligibility for the afterschool snack program under the Child and Adult Care Food Program and the National School Lunch Program, and Summer Food Service Program sites.

The data collection effort is accomplished through the use of the department's Individual Student Enrollment System (ISES). DPI annually requires districts to electronically self report (via ISES) data on an individual student basis. For the purposes of these reports the data is aggregated from each student file to the school building and district levels. The WSF/RE data labeled "Fiscal Year 2013" would be as of the 3rd Friday of September 2012, with districts having till November 28, 2012 to make any revisions to the submitted data. WSF/RE is typically posted in January-February of the following year.

Paid Lunch Equity

Section 12 (p) of the Richard B. Russell National School Lunch Act and 7 CFR 210.14 (e)(7) require school food authorities (SFAs) to report their paid reimbursable lunch prices to the State agency for publication by the Food and Nutrition Service (FNS). Guidance on the submission of paid prices through the School Food Authority Paid Lunch Report (FNS-828) and determination of the most frequently charged price was provided to SFAs and State agencies in SP 18-2012.

SFAs reported the most frequently charged price for elementary, middle/junior high and high school levels to their State agency. A complete list of prices, submitted to FNS by State agencies is supplied to State agencies to share with program operators.
